The invention discloses a mobile monitor-collecting terminal; the terminal includes signal collecting module, signal processing module, signal diplex/mixing module, interface control module and function control module, which is used for monitoring and collecting audio/video information of the monitored target object, and transmitting the collected audio/video information to the device needing the monitored target object information, t he mobile monitor-collecting terminal is placed in the scope of the monitored target object. The invention further discloses a communication System for realizing audio/video monitoring service and the related method. The service control terminal starts the monitoring and collecting function of the mobile monitor-collecting terminal on demand; the mobile monitor-collecting termina l sends the collected audio/video information to corresponding device. Applyin g the terminal, communication system and the method, can realize monitoring th e target object at any moment and any place, and provide the convenient, flexible, broad range and accurate position audio/video information to the subscriber.
