<P>PROBLEM TO BE SOLVED: To provide a high-pressure hydrogen producing device capable of easily recovering and using the dissolved hydrogen included in the moisture separated from the high-pressure gaseous hydrogen generated by a hydrogen generating device. <P>SOLUTION: The high-pressure hydrogen producing device is equipped with the hydrogen generating device 2 which generates the hydrogen containing the moisture and releases the hydrogen with a prescribed pressure, a first gas-liquid separator 3 which separates the moisture from the generated hydrogen and recovers the hydrogen, and a decompressing device 4 which decompresses and discharges the moisture separated from the gas-liquid separator 3. The hydrogen producing device is equipped with a second gas-liquid separator 5 which separates the dissolved hydrogen from the moisture discharged from the gas-liquid separator 3 and recovers the hydrogen. The hydrogen producing device is equipped with a hydrogen compressing device 11 which compresses the hydrogen recovered by the gas-liquid separator 5 and adds the same to the hydrogen recovered by the gas-liquid separator 3. The hydrogen compressing device 11 is a solid-state polymer type hydrogen compressing device 41. The hydrogen producing device 2 is a solid-state polymer type water electrolysis unit 21.
