<p><P>PROBLEM TO BE SOLVED: To provide a plan making device for making a non-wasteful cargo transporting work plan with a less stand-by time in a carry-out source and a carry-in destination while using a transporting vehicle with a cargo loading part and a traction part separatable from each other. <P>SOLUTION: The plan making device is provided for cargo transporting work using the plurality of transporting vehicles with one or more types of mountable cargo loading parts. It comprises a storage means for storing transporting work data including an already made transporting plan and the types of cargoes, the number of the cargoes, carry-out sources and carry-in destinations, and a computing means.
