PROBLEM TO BE SOLVED: To set a rotation phase in the intermediate phase in which on occasions of start-up of an engine and inertia rotation after an engine stop, the rotation phase is automatically returned to an intermediate phase between a maximum retard-angle phase and a maximum advance-angle phase. SOLUTION: A driving rotary-body and a driven rotary-body are assembled by means of a phase-changing mechanism 5. The phase-changing mechanism 5 includes links 13, whose bases each are jointed in its base to the driven rotary-body in such a manner as to be capable of rocking, grooves 11 formed radially in the driving rotary-body with which the tip ends of the links 13 each are slidably engaged, and spiral grooves 18 of an operational rotary-body with which engagement pins 16 in the tip ends of the links 13 each are engaged. The operational rotary-body is controlled by balance between an urging means and a magnetic actuator. In the each spiral groove 18 of the device, a turnabout point p is provided, at which the radial movement direction of the engagement pin 16 is turned about at a time when the engagement pin 16 moves from one end of the spiral groove 18 to the other.
