PROBLEM TO BE SOLVED: To provide an undercoat composition for forming a charge blocking layer having longer cycle life stability, and an image forming member including an undercoat layer which suppresses penetration of carbon fibers into a substrate and minimizes large spot print defects. SOLUTION: The image forming member includes a hole blocking layer, a charge generating layer, a charge transport layer, an optional supporting substrate, an optional conductive layer, and an optional top coat layer, wherein the hole blocking layer is formed of a composition containing a binary binder and an n-type pigment, and the binary binder contains an isocyanate and a phenolic resin.
