PROBLEM TO BE SOLVED: To form permanent wave in the hair while increasing strength of the hair without imparting damage to the hair and permanently fix the formed permanent wave and further carry out permanent wave-forming operation to the hair in a short time. SOLUTION: The first agent for forming two bath type shape-memory permanent wave comprises an organic solvent-soluble silicone, a nonionic surfactant and a keratin having≤20,000 average molecular weight and optionally further comprises a reducing agent. The method for forming two bath type shape-memory permanent wave comprises applying the first agent for forming two bath type shape-memory permanent wave containing the organic solvent-soluble silicone, the nonionic surfactant and the keratin having≤20,000 average molecular weight to the hair, forming permanent wave to the hair, applying a second agent for formation of two bath type shape-memory permanent wave containing an oxidizing agent to the hair and fixing permanent wave.
