A touch panel subjected to a treatment (anti-Newton ring treatment) for suppressing a Newton ring and causing little flickering of the display screen of a high-resolution display. The touch panel (10) has an upper transparent insulating substrate (12) and a lower transparent insulating substrate (14) opposed to the upper transparent insulating substrate (12). At least one of the opposed surfaces of the substrates (12, 14) has fine projections/recesses (18). The highest frequency of the average intervals (Sm) of the projections/recesses (18) is 1.3 times or less the size of one pixel of the display.
