<p><P>PROBLEM TO BE SOLVED: To provide a device for recording on a recording medium for a long time by improving an image on a part where there is little motion even if an encoded amount is reduced when inputting video images of a plurality of channels and compression-encoding for recording on the medium. <P>SOLUTION: Video signals of a plurality of input channels are converted into a series of video signals, arranged for each channel into unit of a predetermined number of frames, and compression-encoded in the unit of the predetermined number of frames.
