PROBLEM TO BE SOLVED: To provide a control device for avoiding collision of a piston with a valve, in an engine having a valve system for changing a phase of the valve. SOLUTION: In the control device for an internal combustion engine having a variable valve lift mechanism changing a lift quantity of the valve and a variable compression ratio mechanism changing a compression ratio in a combustion chamber, the control device controls the variable compression ratio mechanism and variable lift mechanism so that an increase rate of the compression ratio is faster than a decrease rate of the lift quantity when required engine output is increased so that the decrease rate of the lift quantity is faster than the increase rate of the combustion rate when the required engine output is decreased. If the variable phase mechanism for changing the phase of the valve is provided, the control device controls the variable compression ratio mechanism and variable phase mechanism, so that the decrease rate of the compression ratio is faster than a change rate to a delay side of the phase when the required engine output is increased, and so that the increase rate of the compression ratio is faster than a change rate on an advance side of the phase when the required engine output is decreased.
