PROBLEM TO BE SOLVED: To obtain a cosmetic composition containing a Panax ginseng C.A. Meyer extract, which suppresses the occurrence of dandruff of the hair to mitigate itching, is excellent simultaneously in hair state, feeling in use, controllability-improving efficacy, skin disease improvement, skin softening, and skin moisturizing efficacy, and has transparent appearance and safeness; and a cosmetic which maintains transparent appearance and safeness despite the deposition of Panax ginseng C.A. Meyer. SOLUTION: This cosmetic composition contains, as its effective component, an extract mixture consisting of an extract of Panax ginseng C.A. Meyer and at least two extracts selected from extracts of Artemisia capillaris Thunb, Schizonepeta tenuifolia Briquet, and Foeniculum vulgare Mill; otherwise, the composition contains the Panax ginseng C.A. Meyer extract, an amine oxide, a cationic surfactant, and a water-soluble silicone polyether. The transparent cosmetic is composed of the cosmetic composition and Panax ginseng C.A.
