PROBLEM TO BE SOLVED: To provide a food packaging bag which can be easily opened, can prevent air, foreign substances or the like from mixing, and is excellent in sealing properties and hygienic properties, and a method for manufacturing it. SOLUTION: The food packaging bag is manufactured by the method for manufacturing comprising the following processes (1)-(4). (1) A process wherein an outside film 2a (3a) is prepared by forming notches in the width direction of a longitudinal outside film 2a (3a) by specified intervals, or intermittently or continuously on the central part in the longitudinal direction. (2) A process wherein an inside film 2b (3b) is stacked on the outside film 2a (3a). (3) A process wherein the laminated film obtained by the process (2) are piled up so as to face the inside films 2b and 3b each other. (4) A process wherein the piled up films obtained by the process (3) are formed so that both end parts in the width direction become an upper side or a bottom side of a trapezoid shape and after parts 5, 4 and 4' other than the bottom side are heat-sealed, it is cut into the trapezoid shape along the central part of the heat-sealed part.
