PROBLEM TO BE SOLVED: To provide an air cleaning and activating device emitting directly below a large amount of negative ions and a small amount of ozone without installing any air supply means. SOLUTION: The air cleaning and activating device for emitting negative ions is constituted by combining oppositely placed discharge electrodes oppositely placing a positive cylindrical electrode and a negative needle-type electrode; and is mounted on a ceiling with emitting holes facing directly below.
