PROBLEM TO BE SOLVED: To perform a fundamental operation independently of states of an OS and a terminal and to enable rewrite of control data or the like to be independently executed without control by the terminal by distinctly separating a firewall function and a remote control function. SOLUTION: A fire wall device 1 has a firewall core part 12 which is constituted of hardware and analyzes a received packet, discriminates whether the packet includes remote control data or not, stores remote control data in the case of inclusion of the remote control data, and discriminates whether the packet meets a passage condition or not on the basis of control data in the case of non-inclusion of remote control data.
