PROBLEM TO BE SOLVED: To provide a filtering system to be suitably used for receiving and processing a mail magazine. SOLUTION: This filtering system is provided with: a transmission request information processing part for preparing main body information being the main body of information that an information provider wants to transmit to an end user, and to make the end user recognize and location designation information for designating the location of the main body information as the types of transmission request information, and for transmitting the transmission request information by discriminating the main body information from the location designation information; a keyword acquiring part for acquiring a directly or indirectly designated keyword for specifying the transmission request information that the end user wants to receive; and a judgement reference storing part for storing transmission necessity/non-necessity reference information being a reference at the time of deciding the necessity/non-necessity of the transmission of the transmission desire information for each end user. Then, whether to transmit the pertinent transmission request information is decided based on the transmission necessity/non-necessity decision reference information. Thus, flexibility is increased.
