PROBLEM TO BE SOLVED: To provide data creating method/device/program, with which a member existing in a designated region is precisely detected, the member and attribute information are effectively associated and which has a high flexibility on change and correction of setting of the designated region and attribute information. SOLUTION: A recording extracting device is provided with a basic information registration means 9 which takes in a picture data file 2, a picture display means 10 making display data into a picture and outputting it, a region designating means 11 setting an analysis region on the picture and extracting display data included in the analysis region, a cell analysis means 12 dividing a cell group in a record unit and a cell information analysis means 13 analyzing display data displayed on a cell based on a cell classification mark and recording display data being an analysis result with identifiers of respective members at every record.
