PROBLEM TO BE SOLVED: To suppress an occupant jumping phenomenon at a collision by a colliding object from the rear of a vehicle, and to keep an occupant's posture relative to a seat more properly. SOLUTION: This vehicle occupant protection device 3 consists of a freely raising/laying seat back provided in a vehicle seat, an electric motor 62 of a raising/laying angle adjusting means for adjusting the raising/laying angle of the seat back by power, a rear colliding object foretelling means 31 foretelling a colliding object colliding from the rear of the vehicle, and a control means controlling the raising/laying angle adjusting means so that the seat back is brought in an almost vertical raising state corresponding to a foretelling signal by the rear colliding object foretelling means. The control means is configured to control the raising/laying angle adjusting means to adjust the raising/laying angle of the seat back corresponding also to an operation signal by a manual operation means 41 other than the foretelling signal, and to control the raising/laying angle adjusting means to raise the seat back to be almost vertical more speedily in receipt of the foretelling signal compared to receipt of the operation signal.
