PROBLEM TO BE SOLVED: To set a function capable of appropriately learning a corrective throttle opening in accordance with various loads engine-driven by turning a load sw ON, in an electric control throttle device. SOLUTION: This control device for the internal combustion engine is provided with a means for feedback controlling an opening of an ISC valve such that engine speed at the time of idling corresponds to target engine speed; a means for setting a basic throttle opening of load correction in accordance with types of loads engine-driven by turning the load sw ON; a means for controlling the throttle opening so as to be a target throttle opening obtained by adding basic throttle opening amount of load correction to a required opening in accordance with accelerator operation, when the load sw is ON; a means for controlling the throttle opening so as to be the required opening in accordance with the accelerator operation, when the load sw is OFF; a means for determining whether or not the engine is in an idle state in which a learning condition of the load correction is established, when the load sw is ON; a means for learning the corrective throttle opening necessary for converging ISC feedback control amount to zero, when the learning condition of the load correction is established; and a means for updating a set value of the basic throttle opening based on the learning value.
