PROBLEM TO BE SOLVED: To provide toe/heel pedal trainers which are inexpensive, easy to manufacture/install, capable of using for a bicycle for practical use/training, and using in sitting posture or by lying on one's back, and also to facilitate efficient training of muscles of lower limbs including muscles of soles without pain. SOLUTION: The toes and the heel are placed on a toe load rest (3) and a heel load rest (5) respectively. When a pedal trainer base (1) is pushed down, tension is generated in the muscles of the sole (a planter arch part) and muscles are contracted. At the same time, the muscles of entire lower limbs (the quadriceps femoris, the biceps femoris or the like) are also contracted so that muscular strength are increased. The muscles of the soles are strengthened while joints of the lower limbs (the hip joints, knee joints, and foot joints) are not moved so that the muscular strength is increased without pain.
