PROBLEM TO BE SOLVED: To provide an electrochemical capacitor which makes a realization of a high voltage type super-high capacitance possible without increasing a size, keeping widths of two electrode plates the same. SOLUTION: The electrochemical capacitor is an electric double-layer capacitor where a dielectric or collector layer is sandwiched between two electrode plates 11a, 11b of almost the same size. By making each thickness different, or, by making each percentage of void or filling density different, each charge amount of the inside or charge density is made different, keeping the sizes of the two electrode plates 11a, 11b the same.
