PROBLEM TO BE SOLVED: To provide a treatment mask and a pad exhibiting sufficient far-infrared radiation effects and minus ion static electricity effects, effectively activating the face skin itself by actions such as sweating, excretion of waste products, facilitation of the blood flow and activation of the cells, and having high adhesion property to an adhesion object portion, and to provide their manufacturing method. SOLUTION: A mask base made of a silicone rubber base material molded fitted to the whole or a partial shape of a person's face dispersingly impregnates tourmaline fine powders and hot spring slimes, or crystals of hot spring components produced naturally. This manufacturing method includes a process of dissolving the hot spring slimes, or the crystals of the hot spring components, in water, mixing and kneading them with iron oxide components and baking them; a process of pulverizing an object obtained by the process and dispersing a substance formed by adding necessary adhesive thereto in silicone rubber liquid; a process of agitating and mixing the substance obtained by the process while trapping air therein; and a process of molding/heating the agitated substance and gelating it.
