PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus realizing shortening of starting time while maintaining separating property and high image quality. SOLUTION: Recording medium P carrying unfixed toner T is heated and pressurized at a nip part 32 between a heat roller 6 and a pressure roller 31 through a first belt 8 and a second belt 30 and the unfixed toner T is fixed to the recording medium P. In this case, since high surface pressure is obtained due the elasticity of the thin second belt 30 and the pressurizing force of the pressure roller 31, a high quality image can be obtained. At the same time, lowering of temperature when the paper is passed can be reduced by effect of low heat capacity of the first belt 8.
