<P>PROBLEM TO BE SOLVED: To provide a light emitting device in which light that a light emitting element emits is more efficiently wavelength-converted and radiation intensity is made high by a phosphor, and which is superior in an optical characteristic such as axial luminous intensity, luminance, and a color rendering property. <P>SOLUTION: The light emitting device is provided with: a substrate 1 having the placing part 1a of the light emitting element 5 which is projected from an upper main face; a frame-like reflection member 2 in which an inner peripheral face bonded to the upper main face of the substrate 1 so that it surrounds the placing part 1a is set to be a reflection face 2b reflecting light that the light emitting element 5 emits; and a translucent member 3 installed inside the reflection member so that it covers the light emitting element 5. In the light emitting element 5, a light emitting part is located above a lower end 2c of the reflection face 2b. The translucent member 3 is formed of two layers of an upper layer 3a positioned above the light emitting part and a lower layer 3b positioned below the light emitting part.
