PROBLEM TO BE SOLVED: To speedily register user authentication information which a user sets while a high security level is secured. SOLUTION: In a procedure of substitute service of service entry, or password initialization, a key 1 and a key 2 which are code information are emitted as random character strings in the number of digits by which security can be secured. It is informed to the user by at least a different notification means or at different timing. When the user notifies the key 1 and the key 2, the user is determined to be the user, and the user is caused to set use authentication information such as user ID and a password. A service supply business unit receiving substitute service does not set user authentication information such as user ID and the password but the user oneself can speedily set it, and the high security level can be maintained.
