PROBLEM TO BE SOLVED: To provide a flexible packaging bag, which is provided with reinforcing means on both sides thereof to have superior self-supportability and can be manufactured in series to be easy in mass production, and to provide a manufacturing method for the packaging bag. SOLUTION: The packaging bag has welded parts that are formed by welding films 2 and 3 together. At least the film 2, which is located on the surface side of the films being welded, has a sealant layer on one surface of the film 2, and holes or cutouts 5 formed on the parts that form the welded parts in the film 2. A part of a sealant layer of the remaining film 3 is exposed through the holes or cutouts 5, and the reinforcing means 6, whose surface is partly made of a thermoplastic resin, can be joined to the part where the sealant layer of the remaining film 3 exposed through the holes or cutout 5.
