PROBLEM TO BE SOLVED: To perform proper tracking control even in the improper area of the disturbed cycle of track meandering in various recording media formed by causing tracks to meander. SOLUTION: An offset signal from an offset signal detecting circuit 201 is subtracted from a push-pull signal PP at a tracking error arithmetic operation circuit 206, whereby a tracking error signal TE having the influence of lens shifting caused by track meandering eliminated. Based on a wobbling synchronous signal from a wobble signal detecting circuit 204 and a wobble clock signal, the improper area of the disturbed cycle of track meandering is specified by a timing detecting circuit 205.
