<p><P>PROBLEM TO BE SOLVED: To provide a toll settlement system which can issue a card substituting for an ETC card in a toll road. <P>SOLUTION: A substitution card issuing machine 12 set within the toll road sends entrance information recorded in a passage ticket 31 and a card number of a credit card 32 that a user possesses to an ETC center 15. The ETC center 15 creates a using ID based on the entrance information and card number to transmit to the substitution card issuing machine 12 when verification result of the credit card 32 is approved. The substitution card issuing machine 12, after receiving the using ID from the ETC center 15, issues a substitution card 33 on which the using ID is recorded.
