PROBLEM TO BE SOLVED: To provide a system and method capable of easily acquiring necessary information, by eliminating the need for photographing equipment dedicated to a vehicle, and troublesome installing operations and setting operations. SOLUTION: A terminal 2 requesting video information accesses a video transmitting and receiving system 8 to input a specific area, the video transmission and reception system 8 retrieves mobile radio terminals 3 and 4 with cameras which are in the specified area and mounted on vehicles and transmits retrieval results to the terminal 2 as the requesting source. Then the video transmitting and receiving system 8 sends a control signal to a mobile radio terminal with a camera, selected by the terminal as the requesting source, to make the mobile radio terminal with the camera transmit video information, to the terminal 2 as the requesting source.
