PROBLEM TO BE SOLVED: To provide a pulse generating device which can meet a high output performance and is hard to be damaged. SOLUTION: The pulse generating device 7 is equipped with a pulser 9 and a detecting section 10 opposite to each other. A pulse generating section 12 is formed on a second surface 9b of the pulser 9. The pulse generating section 12 has projective sections 12a and recessed sections 12b which are arranged alternately so as to form a periodically repeated undulating section. At least the pulse generating section 12 of the pulser 9 is made up of a rubber or a resin containing a carbon nanotube. When the pulser 9 and the detecting section 10 are moved relatively to each other, an air gap between the pulse generating section 12 and the detecting section 10 is periodically varied, and an analog pulse signal A is output by the detecting section (e.g., eddy current type sensor) 10. The analog pulse signal A is subjected to a binarization process and converted into a digital signal B by a signal processing section 8, and the digital signal B is output as a signal for detecting a rotation rate to an ECU (electronic control unit) 18 of a vehicle.
