PROBLEM TO BE SOLVED: To provide a fuel reforming device which generates a hydrogen-containing reformed gas by subjecting a fuel in a liquid state to plasma discharge and is excellent in mobility, responsiveness, and durability. SOLUTION: The fuel reforming device 1 for generating a hydrogen-containing reformed gas from a liquid fuel is equipped with a pair of electrodes 2, 3 for performing electric discharge in a fuel and arranged so as to face each other, a voltage applying means (high-voltage power source) 4 for applying voltage between the electrodes 2, 3, and a diaphragm 6 having pores 5, arranged in between the electrodes 2, 3, and made of an insulating material.
