An arbiter (1) corrects the lengths of queues in arbitration request signals, based on output arbitration results obtained during a time period between a time at which to transmit sending-out permission signals (7a-7c) to input buffer parts (2a-2c) and a delay time at which to receive arbitration request signals (6a-6c) in which the lengths of the queues have been reflected by the output arbitration results of the sending-out permission signals (7a-7c), thereby performing output arbitrations based on the corrected queue lengths.
