The present invention relates to a composition for whitening teeth comprising: a safe and effective amount of an aqueous phase; a safe and effective amount of a bleaching agent; a safe and effective amount of an inert hydrophobic phase; and a safe and effective amount of an emulsifier; wherein the inert hydrophobic phase is in predominant proportion relative to the aqueous phase present in the composition. In another emodiment the present invention also relates to an oral care delivery system comprising: an integral carrier and a safe and effective amount of the above composition. In one embodiment the delivery system comprises: a first layer of a strip of a material; a second layer comprising the present composition, whereby the bleaching agent is releasably associated with the strip of material.
