A flow control valve (130) provided between an inlet and outlet of a pump (120), has a valve stem having a bore with valve seat at one end and an inlet port. A valve element in the bore, has an exterior groove connected with the inlet port. The groove has a surface proximate to valve seat larger than the surface remote from valve seat, so as to move type valve element away from the seat. A solenoid actuator moves the valve element towards the valve seat. A fuel injector nozzle is coupled to common rail coupled to outlet of pump. An independent claim is also included for a fuel control valve.
