<P>PROBLEM TO BE SOLVED: To provide a development apparatus capable of obtaining stable developing characteristics without any density unevenness or ghost even in a configuration using a recovery roll of a hybrid development system, and to provide an image forming apparatus using the development apparatus. <P>SOLUTION: The development apparatus includes: a toner carrier 2 which is located opposite an image carrier 1 holding an electrostatic latent image and holds toner on its surface; a developer supply carrier 3 which supplies toner to the toner carrier 2; a developer recovery carrier 4 which recovers toner from the toner carrier 2; and a conveying member 5 which transfers two-component developer between the developer carriers 3 and 4. A part of a plurality of components accommodated in a development housing 6, which includes at least the toner carrier 2 and the developer supply carrier 3, is rotatably held by a single unit holder 7.
