<P>PROBLEM TO BE SOLVED: To securely transmit data after confirming a transmission source of the data, in technology for performing collection or the like of the data necessary for insurance processing while maintaining security. <P>SOLUTION: When receiving access to a specific URL, a first program for checking authenticity of a specific file prestored in a user terminal is transmitted. When a signal showing that the authenticity is confirmed by the authenticity check is received from the first program, later access is permitted. When an image data registration request is received from the user terminal after the access is permitted, at least item specification data for specifying a subject that is a target whose image data is registered, and a second program for performing image registration are transmitted.
