PROBLEM TO BE SOLVED: To facilitate processing when predetermined content is browsed with a content browser, eliminate the necessity of server management of charging information of individuals on a content distribution center side, and reduce cost of the content distribution center.

SOLUTION: A remote controller 120 make communication with the content distribution center 110 to acquire a right of browsing a predetermined content. When this right of browsing is acquired, a browsing right settling section 122 performs charging processing using a prepaid card 129 as electronic money. A browsing right management section 123 stores and manages information such as content ID concerning an acquired right of browsing the predetermined content. When the predetermined content is browsed with a content browsing apparatus 130, a remote controller 120 transmits a remote control signal for instructing browsing to the apparatus 130. In this case, since a right of browsing the predetermined content is not required to be newly acquired, browsing processing is facilitated.
