<P>PROBLEM TO BE SOLVED: To notify a platform attendant and a vehicle user of an appropriate departure time and the like of a vehicle. <P>SOLUTION: When ID information stored in an IC card and the like 600 is read by a ticket gate 500, a notification device 200 predicts an arrival time of the user by using positional information of the user specified from the ID information and a user terminal 400. When the predicted arrival time is later than a predicted departure time of a train and earlier than a possible delayed departure time, departure delay instruction information delaying departure of the train is displayed in a display device 300 installed in the platform. If the predicted arrival time of the user is later than the possible delayed departure time, guide information about the next train is transmitted to the user terminal 400 of the user.
