PROBLEM TO BE SOLVED: To provide a paper handling device capable of accurately and stably handling paper. SOLUTION: A motor 51 rotating impellers 11 to 14 at a specified speed, gates G3 to G6 connecting a carrying route 4 to the impellers, blade sensors 31 to 34 detecting the blades of the impellers at specified positions, and shift sensors 21 to 24 detecting the paper immediately before the gates are connected to the CPU 50 of a stacking device. When the paper is detected by the shift sensors, the CPU 50 acquires entry values from the memory 59 and compares them with thresholds to determine whether the paper can be stacked or not. When the CPU 50 determines that the paper can be stacked, the gate is switched to the impellers, and when determines that the paper cannot be stacked, the gate is switched to the exclusion section.
