<p><P>PROBLEM TO BE SOLVED: To provide a frequency up-converter to change the frequency of the input optical signal to a high-grade frequency of 100GHz or higher synchronizing with the reference oscillator. <P>SOLUTION: A light of frequencyω<SB>LO</SB>from a light source 105 is modulated with electrical signals of a frequencyω<SB>f</SB>, generated by a reference signal generator 101 in an optical modulator 106, amplified in an optical amplifier 107, mixed with an input light of a frequencyω<SB>data</SB>amplified in the optical amplifier 110 in an array waveguide diffraction grating 112, then passed through a false phase matching lithium niobate waveguide element 113 after frequency tuning, passed through an array waveguide diffraction grating 114, having permeability peaks at a frequency 2ω<SB>LO</SB>-ω<SB>data</SB>-4ω<SB>f</SB>and at a frequency 2ω<SB>LO</SB>-ω<SB>data</SB>+4ω<SB>f</SB>, amplified in an optical amplifier 115, and finally up-converted to a frequency 8ω<SB>f</SB>, in a photodetector 116.
