PROBLEM TO BE SOLVED: To decide an authentication method for a level suitable for a user attribute and a system configuration. SOLUTION: This authentication control device 60 collects information of respective apparatuses 701-704 constituting a management objective system 70 belonging to the same subsegment 10 and decides a safety level of the subsegment 10 by using the collected information about the respective apparatuses 701-704. The authentication control device 60 acquires user attribute information from an HT 90 and decides a reliability level of the user by using the attribute information about the user. Using the decided safety level and the reliability level, an authentication method for the user is decided, and user authentication based on the authentication method is requested from an authentication device 50.
