PROBLEM TO BE SOLVED: To provide a coating device and a coating method by which streaks are hardly produced when coating is carried out by spiral rotation, and to provide a fixing belt manufacturing method using the coating method. SOLUTION: For instance, a core body 10 is rotated so that its central shaft is horizontal, and a coating liquid (e.g., fluorocarbon resin dispersion liquid 14) is jetted and applied to the core body 10 from below the core body 10. The part to which it is applied is relatively moved from one end to the other end of the core body 10 in a horizontal direction. Thus, the core body 10 is coated with the coating liquid.
