PROBLEM TO BE SOLVED: To provide a charging device capable of easily and stably charging a member to be charged, with a reduced consumption of particles over a long period of time, with respect to a charging device which charges a member to be charged by making particles interposed in between a charging member and the member to be charged, and to provide a process unit with the charging device and an image forming apparatus. SOLUTION: The charging device 2A, 2B, 2C or 2D has recycling mechanisms 22, 24, 25 or 26 for recovering particles 10, which stick to the member to be charged (image carrier or photoreceptor) 1 on the downstream side of points of contact of the charging member 211 and the member 1 to be charged and for resupplying the recovered particles to the gap between the charging member 211 and the member 1 to be charged.
