PROBLEM TO BE SOLVED: To provide a manufacturing method of a picture display device capable of manufacturing the picture display device which is superior in withstand voltage property and improved in display performance and reliability, and provide a manufacturing device of the picture display device. SOLUTION: In a vacuum chamber 30, at least one of the treatment object substrate 33 of the front substrate and the rear substrate and a treatment electrode 34 are arranged opposed to each other, an AC field is impressed between these, and an electric field treatment is performed.
