PROBLEM TO BE SOLVED: To provide a lower tie-plate capable of reducing the effect of flow channel blockage due to deposition of water scale and efficiently capturing linear shape foreign articles, and fuel assembly equipped with this. SOLUTION: The lower tie-plate 6 of a reactor fuel assembly 1 comprises a first filter layer 16 provided with a multitude of flow channels 21 formed long and with bend in the direction nearly perpendicular to the coolant flow direction, and a second filter layer 17 downstream side of the first filter layer 16 which is provided with a multitude of flow channels 23 formed long and with bend in the direction nearly perpendicular to the coolant flow direction opposite to the bend direction of the flow channels 21 of the first filter layer 16.
