PROBLEM TO BE SOLVED: To provide an excavation roller and a rotary excavator capable of stably performing excavation work without being influenced on excavated excavation earth. SOLUTION: This excavation roller has a roller body 6 rotating around the substantially horizontal directional axis, and a plurality of excavation bits 8, etc. dotted on an outer peripheral surface 7 of the roller body 6. The excavation bits 8, etc. have a first arranging pattern 26 for moving the excavation earth inside in the axial direction, and a second arranging pattern 27 for moving the excavation earth outside in the axial direction.
