PROBLEM TO BE SOLVED: To provide a method and a device for laying a block mat, which have good workability, which are rich in safety, and which are excellent in construction efficiency. SOLUTION: Characteristically, one excess end of the block mat is gripped by a gripping device; the other excess end of the block mat is wound around two parallel locking rods in the state of being sandwiched by a sandwiching device including the two parallel locking rods; both ends of the sandwiching device and those of the gripping device are coupled together by means of a pair of coupling hanging wires shorter than the block mat; and only the side of the gripping device is hoisted with a crane.
