<p><P>PROBLEM TO BE SOLVED: To increase the reliability of a water shielding structure constructed integrally with a bulkhead by constructing a water shielding layer at a connection part when a structure such as a caisson is constructed or a sheet pipe is driven in a partition bulkhead in an ocean damping and disposing site for waste. <P>SOLUTION: In this partition bulkhead 5 constructed by arranging caissons 6 and 6a, the side faces of the caissons are formed as recessed parts, a rubber seal material 18 is inserted into a narrow part 12 between the caissons, and the water shielding layer 15 is constructed on the wide part 13 therein. In the water shielding layer, a reinforcement cage 16 is inserted therein, and an asphalt mixture 17 is filled therein.
