<p><P>PROBLEM TO BE SOLVED: To distribute digital data easily in small scale to unspecified number of persons within a limited small area. <P>SOLUTION: Digital transmission information is transmitted from a video server 1<SB>-i</SB>to a relay server 2<SB>-i</SB>by multicasting, the relay server 2<SB>-i</SB>converts the received data into unicast data and sends the data onto the Internet 3. A distribution server 4 transfers the data from the relay server 2<SB>-i</SB>to a designated public radio router 5<SB>-i</SB>by unicasting. In the public radio router 5<SB>-i</SB>, the digital information from the video server 1<SB>-i</SB>is converted from unicast to multicast and transmitted by radio through an antenna 6<SB>-i</SB>.
