PROBLEM TO BE SOLVED: To provide an electrolyte for an electric double-layer capacitor which has high solubility with respect to a solvent, which shows high electrical conductivity over a wide temperature range from low temperature to high temperature, and which has long term reliability; and to provide the electric double-layer capacitor manufactured by using the electrolyte. SOLUTION: The electrolyte for the electric double-layer capacitor is obtained, by dissolving a quaternary spiro ammonium salt represented by a general formula [1] in an aprotic solvent, such as a propylene carbonate and/or aγ-butyrolactone, etc., an electrolyte in a range of 1.5 to 3 mol/L. The electric double-layer capacitor is manufactured by using the electrolyte. In the formula, X and Y are an alkyl group or a halogen having 1 to 4 carbon atoms, k and i are positive integers of 0 or 1-4, n and m are methylene chain having 3 to 7 carbon atoms, and A is an acid component represented by an hexafluorophosphate ion, a tetrafluoroborate ion or a trifluoromethane sulfate ion.
