PROBLEM TO BE SOLVED: To solve a problem that it requires a great deal of labor to confirm whether a design meets legal control in a process of designing a vehicle. SOLUTION: A vehicle information input part 20 inputs CAD data determining the shape of the whole vehicle based upon a ground line, a member information input part 30 inputs CAD data determining a member shape and a position of fitting to a vehicle, and a property information input part 40 inputs property information regarding a country where the vehicle is used and specifications. A processing part 60 reads legal information relating to members out of a control information database 50 based upon the property information etc., and decides whether the member meets the condition of legal control.
