PROBLEM TO BE SOLVED: To dispense with a dedicated function serving as a single system for deciding start conditions and to surely and exclusively decide a master system, even if power sources for a single-system device and a duplex-system device are turned on with optional timing. SOLUTION: One system of the single system device 2 and the duplex system device 3 is used as a prior system, and the prior system is decided as a master system, when only the start condition information showing start retention is inputted from the other system within a start retention time or after the lapse of the start retention time, if the start condition information is not inputted within the start retention time from the other system. The other system is decided as the master system, after the lapse of the start retention time if the start condition information is not inputted within the start retention time from the prior system. When the start condition information, showing the decision of the master system is not inputted though the start condition information is inputted from the prior system within the start retention time, the start retention time is updated.
